FSCO takes applications for licences and registrations from insurance companies, credit unions, caisses populaires, federally incorporated loan and trust companies, cooperatives, life insurance agents, insurance corporate agencies, insurance adjusters, and mortgage brokers. The licensing unit issues licences and registrations or makes recommendations for the approval of licences and registrations. As of November 1, 2003, no one may act as an advisor, consultant or representative on behalf of a person concerning a claim for statutory accident benefits (SABS) (i.e. a paralegal), unless the representative meets certain requirements set out in regulations. For example, representatives/paralegals must now file information with FSCO by way of a declaration, purchase errors & omissions insurance coverage and adhere to a Code of Conduct.
